Angola is emerging as an important actor in shaping ocean governance across Africa, with growing engagement in the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement. Through recent technical exchanges and a national in-person workshop convened by the Government of Angola with support from International Union for Conservation of Nature, key institutions have come together to assess coordination mechanisms, identify priority capacity needs, and outline pathways toward ratification and implementation.

This process is closely aligned with national frameworks, including ENMA 2030, marine spatial planning (POEM), and broader blue economy priorities. It reflects a deliberate effort to connect global ocean commitments with national systems in a practical and coordinated way.

As the Great Blue Wall continues to grow as an Africa-led movement, Angola represents a strategic frontier for expanding its vision beyond the Western Indian Ocean strengthening policy leadership, advancing regional cooperation, and contributing to a more coherent and inclusive approach to ocean governance across the continent.
